Abdul Muin, Tausug, a former policeman, married to Joy Grace Tula, with four children, and a resident of Building 7 Room 209, Medium Rise Condominium, Maharlika Village, Taguig City, was abducted on January 19, 2021, at 4:30 p.m. by five unidentified men in civilian clothes, with caps, and with faces covered with handkerchiefs, and introduced themselves as members of the National Bureau of Investigation (NBI).

According to Joy Grace, on the day of the incident, Abdul was talking to his cousin at the gate of the village when a red Innova with plate number KGE 899 arrived. Two men alighted from the vehicle and approached Abdul. They said they were from the National Bureau of Investigation. Two more men holding long firearms came out and then pushed Abdul into the vehicle. When Abdul was already inside, one man alighted and then boarded a waiting black expender vehicle. Another man rode a red NMAX single motorcycle. They all left immediately.

It was seen in the CCTV footage that after Abdul was pushed into the vehicle, a single motorcycle carrying two barangay personnel arrived. They, however, took no action and just watched what was happening. They just asked who the victim was. It was also found out that earlier that day, the single NMAX motorcycle and the red Innova passed by the area several times.

Joy Grace said that they immediately went to the barangay to blotter the incident. The next day, January 20, they went to the NCRPO RDEU Unit in Camp Bagong Diwa, but they were not allowed to enter. The gate was closed on them after they were told that Abdul was not in the list of those arrested. They went straight to the NBI and to Camp Crame to report the incident.

On January 21, they went to the Commission on Human Rights (CHR) and to the Department of Justice (DOJ). On January 22, they returned to RDEU RSOB with a representative from the CHR, but the result was still negative. They went to the Public Attorney’s Office (PAO) to request the CCTV footage around the premises of Camp Bagong Diwa. The CCTV footage they watched, however, was cut short. They also wondered why there was no recorded time on the said video. They also talked to Abdul's police friends, but they did not get any information from them.

Joy Grace said that her husband has no enemies and he is not involved in any illegal activities. She is worried about her husband’s health condition since he has diabetes.
