DOMINGO ALMUETE, a worker, married and resident of San Isidro, San Fernando, Pampanga, was reported missing since January 31, 1983. Domingo was an active member of Nagkakaisang Manggagawa ng Cosmos before his disappearance together with his co-workers Antonio Sambajon and Lolito Quilicot. They were allegedly abducted by policemen who belong to the Sindalan Police Force at the dawn of January 31, 1983. Domingo's nephew witnessed the arrival of an owner-type jeep, where five armed men alighted and went directly to the apartment. One of the armed men, he was sure, was a policeman he knew personally. He felt something wrong was going on and, out of fear, hid himself in a nearby grassy area. When he heard the sound of the vehicle leaving the place, he came out of hiding and entered the apartment. No one was inside; his uncle Domingo and co-workers Antonio and Lolito were nowhere to be found. On February 1, the news of the three missing workers reached the Concerned Citizens of Pampanga, who in turn sought the help of the Task Force Detainees of the Philippines (TFDP) in locating the whereabouts of the victims. Three days after the incident, Domingo's wife went to Sindalan Police Station to inquire about her missing husband. According to her, the desk officer who looked at Domingo's picture she brought remarked, "Ah! Iyung malaki!" (Oh! The big one.) "Nakita ko na ang asawa mo!" (I saw your husband!) but gave no other information. A fellow worker at Cosmos said that on the night of their disappearance, the three workers were allegedly locked and tortured inside the comfort room of the 172nd PC Headquarters in Pampanga. Later that night, gunshots were heard near the Sandalan Police Station. Domingo's wife, together with the families of other victims, immediate relatives, fellow workers, and church people, went camp-hopping to different precincts and military detention centers within San Fernando but still in vain.
