FELINO DE LA CRUZ, 43 years old, married, a fisherman and resident of San Pascual, Hagonoy, Bulacan, has been reported missing since May 14, 1990. Felino was an active member of BANGKILAS, a militant organization of small fishermen in Bulacan, before his disappearance.  According to the witness, who requested anonymity, the incident happened at around 4:30 p.m. Felino was waiting for a ride home from San Nicolas to San Pascual when he saw the three men riding on a motorcycle. Those men were believed to be members of the rebel returnees' group, who were turned into military assets. They were roaming around freely in the area despite the crimes they have committed against many civilians.   Out of fear, Felino ran away and tried to hide but was seen and chased by the three men. He was caught and forcibly taken at gunpoint. He was ordered to board a tricycle that immediately sped away, followed by the three-armed men. The witness identified one of them being Joselito Villanueva Caparas.  Many believed that Felino's involvement with the plight of the poor fishermen in Bulacan had something to do with his involuntary disappearance.   He was still missing up to the present, which severely affected the lives of his wife and five children.
