JAIME FERNANDO, a fisherman, has been missing since November 20, 2006, after soldiers rounded up several men in Barangay Atlas, Malolos City, Bulacan.   In the statement of Ronaldo Fernando, he alleged that on November 20, 2006, at around 1:00 in the morning more or less, Jaime was sleeping in his house when one of the officers of the Barangay Defense System (BDS) in their place awakened him. He was asked to proceed to the office. He was photographed in the presence of Barangay officials who supervised the proceedings. After the picture taking, Jaime went home and slept, while Ronaldo had gone to the river to catch shrimp.  At around 3:00 in the morning, while he was on his way home and on board his banca, he had a chance to see his brother Jaime on board his (Jaime's) banca and was catching fish in the river in front of the Philippine Army Detachment, Barangay Panasan, Malolos City. He greeted Jaime, and the latter acknowledged him.  At around 5:00 in the morning the same day, while he was going to "Tawiran" Panasahan, Malolos City, he saw the banca of Jaime parked in front of the Panasahan Market. He did not stop and instead proceeded to his destination. On his way home, he saw again the banca of Jaime still parked in front of the Panasahan Market. When he arrived home, her mother, Estrelita Fernando, told him to look for Jaime because it was already lunchtime, and he never returned home.  Ronaldo went back to the Panasahan Market, where he saw the banca being carried away by the current of the river; he parked it and brought it in front of the Panasahan Market. That day they looked for Jaime in the river but never found him. Since then Jaime has remained missing. However, they are still searching for his whereabouts. According to those interviewed, Jaime was a simple fisherman and not connected to any organization. He had no enemy in their place that would put his life in danger.  These probes then proceeded to the headquarters of Charlie Company, 3rd Infantry Battalion, stationed at Malolos Oyster Processing Plant, William Ville Subdivision, Barangay Panasahan, Malolos City, Bulacan, and conferred with the company commander regarding the disappearance of Jaime Fernando. According to him, the sister of the victim sought assistance to find the missing body of his brother. Immediately, he ordered his men to look for the victim and even asked them to drive into the river to look for him (Jaime). Unfortunately, they did not see the body of the victim. The company commander stated that his unit had no hands in the alleged disappearance of Jaime Fernando. He advised these probes to proceed to the headquarters of the 3rd Infantry Battalion commander if they have information regarding the disappearance of Jaime Fernando.
