Navotas
According to Shirley Pascual, wife of Roberto, on April 7, 1988, she saw seven armed men who identified themselves as military agents arrive at their place at around 5:15 in the afternoon. Three of the armed men entered their house while two of them accosted Roberto, who was then fetching water. Sensing an arrest, Shirley tried to help her husband but was ganged up by the armed men. She was hit by the butt of a gun in the forehead, which caused her to release her husband. Roberto Pascual Jr., their twelve-year-old son, tried to help also but was pushed away by the armed men.

Roberto Sr. was dragged inside a grey-colored Toyota Corona with plate number NUC-229, accompanied by a dark-colored Toyota Corona with plate number CGC-995 with armed men inside. The two cars sped away. Suddenly a Ford Fiera full of policemen arrives at the place; Shirley asked for help. They followed the two cars. But when they reached C-3 St., the policemen stopped the chase and said they couldn't proceed because it was already the boundary of Navotas and Caloocan City and that they had no jurisdiction over the place.

Roberto Pascual was a former resident of Tondo, Manila, and was an active member of the Kabataan para sa Demokrasya at Nasyonalismo (KADENA) in Tondo. He transferred to North Bay Boulevard when he married Shirley. At Navotas, he was recruited at the Samahang Pang-Nayon (SPN). He became an active member and later became part of the organizing and expansion committee of SPN.

In a press release of the Philippine Constabulary Capital Command (PC Capcom) in May 1988, PC authorities said that it had already identified the leaders and members of at least 350 members of the Armed City Partisan (ACP) unit of the New People's Army in Metro Manila. In a report prepared by the PC, Capcom identified one of them as Roberto Pascual Sr. and several others.
